The California Highway Patrol ( CHP ) is a California state law enforcement agency. CHP's primary mission is to ensure security and enforce traffic laws on all of California's highways and unincorporated areas within the state of California. CHP promotes traffic safety by inspecting commercial vehicles, as well as checking and certifying school buses, ambulances, and other special vehicles.

The California State Legislature established the California Highway Patrol as a branch of the Motor Vehicle Division of the Department of Public Works, with a law signed by Governor C.Ã, Ã, Ã, Young on August 14, 1929. It was established as a separate department by Governor Earl Warren in 1947. CHP gradually took on increasing responsibilities outside the enforcement of the State Vehicle Law and eventually joined the smaller California State Police in 1995. It is currently managed as part of the California State Transport Agency (CALSTA).

In addition to toll road patrol duties, CHP also provides other services including protecting state buildings and facilities (especially the State of California Building) and the state officials are guarding. CHP also works with city law enforcement agencies, providing assistance in investigations, patrols, and other aspects of law enforcement.

The California Highway Patrol is the largest state police agency in the United States, with more than 10,500 employees, 7,608 of whom are sworn officers, according to FBI data and data released by CHP.

Highway patrol duties

The agency has jurisdiction over all California state routes (including all highways and highways), US Highways, Interstate Highways, and all public roads in unrelated and incorporated areas within an area. Special responsibilities

CHP also publishes data about traffic accidents in California from a database called SWITRS (Statewide Integrated Traffic Records System).

After September 11, 2001, the CHP attack became responsible for securing and patrolling a number of potential terrorist targets in California. These sites include nuclear power plants, government buildings, and major infrastructure sites. CHP also has a SWAT team that stands ready for 24 hours to respond to any terrorist activities.

In September 2005, CHP dispatched two Field Field Offices (a highly trained team and equipped with rapid reaction/dissemination for civil disturbance and/or disaster) to the Gulf Coast to assist after Hurricane Katrina. Before the US National Guard arrived, CHP had four patrol helicopters over Marianna, Florida, over eighty vehicles on land, and more than 200 other officers and staff, including the SWAT team, deployed in New Orleans.

CHP also has officers assigned to drug task forces and other criminal investigation task units across the state, and maintains a Trained Service Warrant Team (WST) throughout its Division. These teams serve high-risk capture and search warrants generated as a result of the CHP investigation, and WST assists local, state, and federal law enforcement agencies to serve the same type of high-risk warrants. CHP researchers are also working with agents of the State Bureau of Investigation, the Office of the Prosecutor-General.

In addition, CHP has dozens of narcotics patrol teams and K-9 detonation detections that are stationed throughout the state.

One of the additional responsibilities of California Highway Patrol includes details of the governor's protection.

Somewhat controversial, the cities of Oakland and Stockton have been contracted with the California Highway Patrol to assist their police department with local patrol duties, including traffic stops and responding to 911 calls.

Pay and retire

The average officer's salary is $ 118,000 in 2014. By law, salaries are determined by the average of the five largest police departments in the state. In 2012, top paid CHP officers received $ 483,581, 44 other officers earned over $ 200,000, and more than 5,000 officers received more than $ 100,000. In 2011, CHP officers earned $ 82.4 million overtime, tripled that amount in the second largest state, and with one officer earning over $ 93,000 in overtime alone. Organization

Organization Field

California 163,696 square miles (423,970 square kilometers) is divided into eight geographical regions or "divisions" for CHP field operations. Tradition

The CHP uniforms are usually khaki colored with campaign hats and strips of blue-and-gold pants. The commanding officer wore a brown combination hat. Dress uniforms include a forest green jacket and a blue royal tie (bow tie for a motorcycle officer). Cold weather and utility uniforms are dark blue.

Seven points of the CHP badge

Mexican Liaison Unit

"The Mexican Liaison Unit" is a San Diego Border Division Unit. Because CHP has no direct jurisdiction in Mexico, officers from the Unit are working with Mexican authorities to recover stolen vehicles and assist with other law enforcement issues. The purpose of the "Mexican Liaison Unit" is to develop and maintain a positive working relationship with the Mexican authorities to:

  • Find and identify stolen US vehicles brought to Mexico
  • Identify vehicle thieves and ensure prosecution, either in Mexico or California
  • Provide assistance to Mexican and US authorities

The unit was originally founded in 1958 and consists only of one officer. It was discontinued in the 1970s, and rebuilt in 1980. The unit now consists of one sergeant and six officers, all of whom are fluent in Spanish.

Scandal

Peyer Scandal Officer

In 1988 CHP officer Craig Peyer, a 13-year-old CHP veteran, was convicted of first-degree murder of 20-year-old Cara Knott, postponed for a traffic violation by Peyer on December 27, 1986. in a CHP patrol vehicle marked. Peyer attempted an inappropriate advancement in Knott, but Knott dismissed him, leading Peyer to hit him with his torchlight, choking him to death with a rope from his trunk, and then throwing his corpse over an abandoned bridge where Peyer steered Knott to a halt.

Subsequent investigative media efforts found many young women who experienced similarly inappropriate advancements from Peyer during traffic stopped. A documented pattern in CHP Peyer records stopped and detained a young woman similar to Knott finally appeared during an internal investigation, but all complaints filed with CHP's internal affairs department against Peyer by these women were dismissed for Peyer's "star" reputation in CHP. Traffic tickets from the night of the Knott incident, as well as the officer's notebook, were found to contain false information written by Peyer. In 2014, Peyer is still in jail denying he killed Knott. The next parole hearing is set for 2027.

Newhall incident

On April 6, 1970, four California Highway Patrol officers were killed in a 4-and-a-half-minute shootout in Newhall, Southern California. This incident is a landmark in the history of CHP because of its emotional impact and procedural and doctrinal reforms undertaken by CHP in subsequent events.

The shooting took place in the restaurant parking lot just before midnight. Officers Walt Frago and Roger Gore were alerted by a vehicle radio carrying someone with a gun. They see the car, fall behind, ask for help, and start the stop procedure. When the suspect's vehicle stops in the parking lot, the driver is ordered to get out of the vehicle and spread his hand on the hood. Gore approached him and Frago moved to the passenger side. The passenger side door suddenly opened and the passenger jumped out, firing at Frago, who fell with two shots in his chest. The gunman, later identified as Jack Twinning, then turned and fired once at Gore, who returned fire. At that time the driver, Bobby Davis, turned and shot Gore twice from close range. Both officers died instantly.

When Officer James Pence and George Alleyn drove a while later, they could not see the suspect or other officers, but both were immediately attacked. Pence issued a call of 11-99 ("down officer") then took cover behind the passenger door. Alleyn grabs his rifle, and places himself behind the driver's side door. Both officers were seriously injured in the next exchange, and one suspect was hit.

Civil Gary Kness saw gunfire as he drove along The Old Road and stopped to help. Kness ran towards gun battles as gunfire was still fired.

"I was driving to work as a computer operator when I turned the corner on the Old Road and saw a shot, I saw two CHP cars and a red car.I always said my brain said to get out of the way, but my legs ran the wrong way. "

Kness tried to drag Alleyn who was badly wounded from the line of fire. When one of the two attackers started shooting him, Kness took the CHP gun that was lying on the ground and pointed it at one of the gunmen. The rifle was empty. Kness grabbed Alleyn's service gun from the ground, aimed with both hands and firing, hitting armed man Bobby Augusta Davis in the chest. "I was upset because there were not four or five more rounds there, and then I ran and jumped into the trench, the saddest thing was, I still had a service gun in my hand I was afraid when more police came. I am one of the shooters. So I put it behind me and said, 'They went that way.' "

Suspect Jack Twinning and Bobby Davis escape, then leave their vehicle and then split up. For nine hours, the officers enveloped the area looking for murderers. Twinning broke into a house and briefly arrested a man hostage. The officer used tear gas before stormed the house, but Twinning committed suicide with the gun he had stolen from Frago. Davis was arrested, tried and convicted on four counts of murder. He was sentenced to death, but in 1972, the California High Court declared the death penalty as a cruel and unusual punishment and in 1973, the court turned his sentence into life imprisonment.

From the incident, Ronald Reagan, who became governor of California at the time, said the following words: "If anything of value comes from this tragedy, it must be a reality by every citizen who is often the only thing that stands between them and lose everything, they hold a reprimand... is a man wearing a badge. "

Emotionally followed follow up investigations follow the incident, but ultimately lead to a complete revision of procedures during high risk and crime dismissals. Merger

Vehicles

Origins

When motor vehicles in California were first seen as requiring legislation, law enforcement agencies began patrolling using motorcycles, cars, and trucks. Vehicles

The Public Service Department is responsible for selecting vehicles based on price, performance and load capacity for CHP. The Ford Crown Victoria Police Interceptor averages 16 mpg city and 24 mpg highway. The new Ford Interceptor Utility Vehicle vehicle costs $ 26,578, which includes a 5-year warranty, 100,000 miles. Rogue Officers

George Gwaltney

A former officer from Barstow, was convicted on May 10, 1984, in federal court, for the rape and murder of a 23-year-old Robin Bishop on January 11, 1982. After his conviction, Gwaltney was then sentenced to 90 years. , eligible for parole after serving for at least 30 years. Gwaltney died in federal custody of a heart attack.

Craig Peyer

A former officer from Poway, serving a life-long 25-year prison term for the ongoing strangulation and murder of 20-year-old Knott Ways on December 27, 1986. After he was killed, Knott's body was thrown off an abandoned highway bridge. Peyer was convicted of first-degree murder in 1988. Although he has maintained innocence ever since, Peyer has been consistently denied parole. In 2004 the parole board offered Peyer a chance to prove that he was innocent by providing a DNA sample to compare with a drop of blood found in Cara shoes, using a modern DNA profile. Peyer refused to give an example, or explained why he refused to do so.

Media reference

  • CHiPs was a fictional television drama show (1977-1983) about CHP, and CHP helped in the 1955 Highway Patrol TV show starring Broderick Crawford. The event features not only CHP, but also the State of Minnesota Patrol, Nevada Highway Patrol, Alaska State Force, the South Dakota Highway Patrol, the Rhode Island State Police, the Massachusetts State Police, the West Virginia State Police and many other state police parts and bodies of highway patrols in the United States, and in one episode, Royal Newfoundland Constabulary. The series features selected stories from state police and road patrol officers from across North America that place themselves at great risk to catch those who incite crimes on their highways.

Youth Program

  • Start Smart-classes for new driver candidates and teenagers
  • Every 15 Minutes - a two-day drunken driving presentation for high school students
  • Impact Teen Drivers - nonprofit against distracting teenagers who partner with CHP
  • Make the Right Substitution - aimed at educating children ages 11 to 14 about drugs and peer pressure
  • Be An Explorer - law enforcement exploration program for teenagers
  • Sober Graduation - promotes quiet ride and use of designated driver for teenagers
  • Red Ribbon Week - a week in October dedicated to education about the dangers of illicit drugs for students of all ages

Theft and Vehicle Theft Program

  • 10851 Award for Superior Efforts in Vehicle Theft Restoration. CHP developed the 10851 Awards Program to recognize the superior efforts made by CHP and the allied law enforcement personnel who have met the criteria determined against the reduction of the crime of stolen vehicles. This includes actual arrests made against suspects accused of California Vehicle Code Section 10851 - Vehicle Theft. CHP, together with the California State Car Association, presented about 2,009 awards in 1995 to more than 170 allied agencies participating in the 10851 Awards Program.

The origin of the name California Highway Patrol

When CHP is formed, there is a discussion of what these new agents are called. The consensus was for the name "California Highway Patrol". The American Automobile Association (AAA) is a private organization that provides, among other things, roadside assistance to its members. At that time, AAA had a fleet of trucks patrolling the streets so they could help their members. These trucks carry a sign that says "Highway Patrol". The CHP organizers decided that we should contact AAA to see if they would reject the country using this name. AAA considers the idea, and gives their approval.
