Born in Newport, Wales and raised near Abergavenny, Rowlands attends Monmouth School. He moved to London in the early 1960s, where he worked with his publishing and music manager, Jonathan Rowlands. Among them, the brothers manage publicity and public relations for musical acts and record companies including Rod Stewart, Tom Jones, Engelbert Humperdinck, Helen Shapiro and the BBC's International News Cabaret. In 1965, Stuart opened Vital Publicity, representing clients such as Spencer Davis, Jimmy Cliff, Traffic, and Island Records before branched out into corporate PR for a variety of clients including, various Ghanaian government agencies, including Ghana Airways.
