Massachusetts was the first US state to issue license plates, on 1 September 1903.

In 1956, the US states and Canadian provinces reached agreement with the American Association of Vehicle Vehicle Administrators, the Association of Car Manufacturers and the National Safety Council that standardized the size for vehicle license plate (except for motorcycles) at 6 inches (15 cm ) with a width of 12 inches (30 cm), with standard mounting holes. 1955 (dated 1956) is the first Massachusetts license plate to meet these standards.

1967 to present

Since 1969, the serials on the Massachusetts plate are encoded with the month ending registration as the last numerical character, using 1 for January to 0 for October. X and Y were used from 1969 to 1977 for November and December. Applicant issued plates expired on the last day of the previous month (ie, motorists who register the vehicle in June will be issued the plate May). If the vehicle is registered in December or January (so the November and December plates will be required), the remaining plates are removed from the other months with manufacturing overruns.

In addition to the standard numbering format, Massachusetts also issued a "backup" plate. The spare plate allows the plate holder to receive the same plate number when the new plate style is removed, or to transfer the license plate number to a family member. These plates are all-numeric (1 to 99999) or consist of one letter followed or preceded by numbers (A 1 to Z 9999 and 1 A to 9999 Z). The backup number can also be in the form A # A, A ## A, # A #, and # AA #, where # represents any number, and A represents any letter. The low backup number plate (now called "Lottery Plate" by RMV), is from the form #, ##, ###, ####, A #, A ##, #A, and ## A. When a registrant cancels a low-register reserve, the number is placed in an annual lottery. Registration for sweepstakes usually starts every June, and the draw must be held on 15 September. Prior to this annual lottery institute, low-grade reserve plates are issued only to well-connected people, and it is widely believed that drivers with low registration numbers are given preferential treatment by law enforcement. The annual lottery is instituted in response to a political complaint behind the issuance of registration with a low amount. As with standard registration plates, the last digit on the lower reserve number plate shows the expiration month.

A two-year registration is mandatory, with the exception of vehicles originally enrolled during December or January. The vanity plate and the motorcycle plate should be updated annually. All placemarks registration ends on November 30, and all motorcycles and commercial registration ends on 31 December.

Currently, Livery plates are the only common plate in the Commonwealth that is allowed to have more than six characters in the series. All Livery plate series start with the letter "LV", even if not stamped.

Since the Motor Vehicle Register uses the "Type Plates" to describe the type of registration, it is theoretically possible to have two plates issued with seemingly the same number. This command describes some, but not all types, and the code used in vehicle registration:

Currently, both the 1977 green-on-white bases and the "Spirit" base of 1987 are valid for registration. At base 1977, only rear plates are issued for most types (except for Reserved, Commercial, and Taxi, whose front plates are also removed and also shown today), while on the current "Spirit" base both front and back plate removed. Applicants with 1977 plates have the option of replacing them with "Spirit" plates at no cost (although different numbers will be used); However, most chose to retain their 1977 plates as a point of pride. In many cases, 1977 plates are used and unreadable; legally per M.G.L. Chapter 90, cars with unreadable plates (regardless of age or color) should fail vehicle safety inspections every year. This is a security failure, which under Massachusetts legislation prohibits vehicle operations until problems are fixed.
